A native of Plant City, Florida, Cooper lettered in football at Marshall High School. He is a 1967 graduate of FAMU, where he played free safety, starting three seasons. Cooper finished his career with 16 pass interceptions. In 1967 against Tennessee State, Cooper intercepted the heralded quarterback Eldridge Dickey a school-record four (4) times.
